About Bunker Certificates

  • How to Apply

    Go to https://secure.maritimecookislands.com/application.php to apply online.

    The application fee for a Cook Islands Bunker Certificate is USD $250 per ship.

    Delivery by DHL Courier is USD $150 per application or applicant to arrange pick up from nearest Deputy Registrar’s office (see http://www.maritimecookislands.com/maritime-cook-islands/deputy-registrars-and-surveyors.html )

    Payment can be made online by credit card or by telegraphic transfer.

    Before applying, arrange insurance with your P&I Club or insurance company.

    Make sure your P&I Club/Insurance company addresses the Blue Card to:
    Maritime Cook Islands, P.O. Box 882, Rarotonga, Cook Islands

    Cook Islands will accept up to 20 ships per online application.
    (If you have more than 20 ships you will need to complete another application).

    To complete the online Application you will need to:

    1) Enter the Name, Address, Phone Number and Email Address of the applicant.

    2) Enter the following information for each ship enter:
    Name of Ship
    Name of Registered Owner
    IMO number
    Call Sign
    Gross Tonnage
    Flag State
    Port of Registry
    Approved P&I Club or Insurer Click here for a list.

    3) Once the Information for each ship has been entered, proceed to the payment options. An invoice will be generated for the total amount to be paid in USD. Print the invoice if required.

    4) Choose to pay by credit card (Visa or Mastercard only) or by telegraphic transfer.
    An email will be sent confirming approval of credit card payment or instructing procedure for telegraphic transfer payments. A duplicate copy of the invoice in PDF format will be attached.

    5) Reply to the confirmation email, attaching the Blue Cards for all ships in the application
    Maritime Cook Islands will check the Blue Card(s) against the application form and check the P&I Club ship search facility to confirm validity. If everything matches, MCI will generate the certificate(s).
    The Wrecks Certificate(s) will be sent to the address entered in the application by Courier.

  • Applying for the first time

    Cook Islands will issue Bunker Certificates to vessels that comply with Article 7 of the International Convention on Civil Liability for Bunker Oil Pollution, 2001 (Bunkers Convention) which enters into force on 21 November 2008, even if they are registered in another jurisdiction.

    The application fee for a Bunker Certificate from Cook Islands is USD 250 per ship.

    Delivery by DHL Courier is USD 150 per application.

    Once issued, the original Certificate must be carried on the vessel at all times and must be presented on demand to the authorities of any State Party to the Convention while within the jurisdiction of such State.
    NOTE: Completion of an Application Form and payment of the Application Fee does not guarantee the issue of a Certificate. Certificates will only be issued once the Cook Islands Administration is satisfied that the vessel is in compliance with the requirements of the Convention. No refunds will be given.

  • Renewing a Bunker Convention Certificate

    Owners or operators of a vessel or vessels that are up for renewal will have received an email from Maritime Cook Islands containing instructions on renewing their Bunkers Certificate(s). If this is not the case, please follow these instructions:

    1. Arrange for a new blue card to be issued by your P&I Insurer. This must be addressed to Maritime Cook Islands at P.O. Box 882 Avarua, Rarotonga, Cook Islands.
    2. Contact Maritime Cook Islands at bunkers@maritimecookislands.com and you will be supplied with a link to a pre-filled online form containing information for your vessel(s).
    3. Once you receive the new blue card(s), follow the link. Please check that the data MCI holds is correct and make any necessary amendments.
    4. Press the “Proceed” button. You will be directed to an invoice page.
    5. Please print a copy of this page for your records. You will be able to pay by credit card or by Telegraphic Transfer.
    6. A confirmation email will be generated. Please reply to that email with copies of your blue card(s) attached.
    7. Once we have confirmation of payment we will process your application and generate your certificate(s).

    Maritime Cook Islands will not issue Bunker Certificates to the following EU sanctioned countries:

    • North Korea
    • Somalia
    • Syria

  • The Bunker Convention, 2001

    The Bunkers Convention establishes strict liability on the shipowner for preventive measures and pollution damage arising from all types of oil used in the operation or propulsion of ships.

    The Convention applies to any ship having a Gross Tonnage greater than 1,000. It requires all registered owners of vessels entering or leaving a port or terminal in the territory of a Party to maintain insurance, certified by State Party to the Convention.

    The Convention introduces a provision that entitles claimants to claim directly from the owner’s insurer or enter into litigation proceedings against both the owner and/or insurer.

    The Convention applies exclusively to pollution damage caused in the territory, including the territorial sea, and the exclusive economic zone (EEZ) of a State Party, and preventive measures, wherever taken, to prevent or minimize such damage.

    Ships registered in a State which is not party to the Convention, must obtain State-issued certificate from a State Party to the Convention.

    Cook Islands is a State Party and can issue Certificates to ships which are not registered under the Cook Islands Flag.

  • Level of Cover required

    The 1996 LLMC Protocol establishes the limit of liability for ships according to gross tonnage (or in the case of passengers, a calculation based on the number of passengers the ship is licensed to carry). The limit of liability for property claims for ships not exceeding 2,000 gross tonnage is 1.51 million SDR (Special Drawing Rights) up from 1 million SDR. For larger ships, the following additional amounts are used in calculating the limitation amount:

    a) For each ton from 2,001 to 30,000 tons, 604 SDR (up from 400 SDR)
    b) For each ton from 30,001 to 70,000 tons, 453 SDR (up from 300 SDR)
    c) For each ton in excess of 70,000 tons, 302 SDR (up from 200 SDR)
